<td valign="top" align="left"> <font style="FONT-SIZE: 14px">站在崭新的村文化广场上，凝视广场中心那匹昂首奔驰的雕塑马，河南省桐柏县平氏镇康庄村党支部书记杨顺青对村庄的未来充满信心?
<p> 以前，康庄村因贫困而远近闻名；如今，康庄村因实施了“青年百村建设行动”?!--NEWSZW_HZH_BEGIN--> 大发展、大变样后，更是远近闻名了?/p>
<p> 今年3月，河南?00个村的新农村建设行动开始实施，团河南省委直接联?0个村?8个省辖市团委分别联系5个村。在各级团组织的努力下，7个月来，从生产发展到村容村貌，从乡风文明到青年成才，100个村驶上了新农村建设的快车道?/p>
<p> <strong>村里铺上水泥路，防水胶鞋没了销?</strong></p>
<p> 今年54岁的农民胡文晓，在康庄村的马路边上开了一家小卖部，几十年来，防水胶鞋一直是小卖部里的畅销货。之所以畅销，是因为一下雨，村里的道路就变成了泥路，根本没法走。可如今，她的胶鞋在村里却没了销路?/p>
<p> “共青团帮我们把村里的路都铺上了水泥，俺的胶鞋是卖不动了，可村里人出门再也不用踩泥了，俺心里高兴得很！”胡文晓笑着说?/p>
<p> 桐柏县是国家级贫困县，康庄村虽然有一个好听的名字，却是桐柏县比较贫困的一个村?/p>
<p> 康庄村是团省委组织部的联系村。根据该村实际，在生产方面，团干部通过咨询专家，重点引导村民发展蔬菜大棚和中药材种植等特色产业增加收入。经过努力，目前该村已新建蔬菜大?8个，新发展林药套?50亩?/p>
<p> 村民杨军帅说，一个占地半亩的蔬菜大棚?年的毛收入能达到6000元左右，是原来种粮食收入的近20倍?/p>
<p> 在基础设施建设方面，团干部在当地政府支持下筹资近百万元，修建、硬化了村里8公里的道路，兴建?00平方米的村委会办公楼，新建了600平方米的共青五保大院，新建了120平方米的标准卫生所，硬化了村内排水系统2600米，安装了村里的自来水，粉刷墙体9600平方米，修建?000平方米的村文化广场?/p>
<p> 商丘市睢阳区包公庙乡中华楼村，是团省委宣传部的联系村。在那里，由于村电网负荷量小，村里原来经常停电，电压低得连电视都看不成。要是谁家想用电动机干点活儿，就得等夜深人静全村人都熄灯睡觉了，电动机才能启动?/p>
<p> 对此，团干部首先协调电力部门，将该村列入农网改造计划，并协调改造资?0多万元，将村电网进行彻底改造。此外，团干部还多方筹集资金8万元，协?0吨水泥和40吨沙子，为该村建设村委会办公楼和村文化大院?/p>
<p> 解决农民急需解决的问题，得到了农民的大力支持和普遍赞誉。康庄村村民杨峰说：“原来，人家说俺康庄村是吃糠村；现在，俺村越来越漂亮，外村人都说俺村成了小康村，都到俺村来申请宅基地！”</p>
<p> <strong>挂个文明户的牌儿，比?000元都高兴 </strong></p>
<p> 走在康庄村的路上，村民家门口挂的牌子特别引人注目。鲜红的牌子上，有的写着“共产党员?rdquo;，有的写着“共青团员?rdquo;，有的写着“文明?rdquo;，在阳光下闪闪发亮?/p>
<p> 村民郑文辉说?ldquo;以前村里乱七八糟，家家户户也都乱七八糟。现在村里越来越漂亮，村民们也都积极参加文明户评选，争着搞卫生?/p>
<p> 家里有党员、团员的，挂个共产党员户、共青团员户的牌儿，就得模范带头，否则人家笑话；一般群众家，谁家要是挂个文明户的牌儿，比奖?000元钱都高兴哩?rdquo;</p>
<p> “新农村建设，并不只是漂亮的楼房和宽敞的道路，引导农民养成文明的生活习惯，建立民主管理的村务运行机制，看不见、摸不着，却同样重要?rdquo;桐柏县县委书记刘新年说。在“百村行动”中，团干部通过文明户评选等形式多样的活动，引导农民提高素质，建设乡风文明、管理民主的新农村?/p>
<p> 对于平氏镇党委书记马书培来说，如何引导农民养成文明生活习惯，是他长期以来的难题。可是这次团干部在康庄的经验，却让他看到了解决问题的办法?/p>
<p> “一个小牌子，一个暖水瓶，小小的奖励却能引起家家户户的竞争！还有村里的各项管理制度，如民?span class="yqlink"> 理财</span>制度、村务公开制度等，原来我们都觉得比较空，没有认真搞。现在，团干部都严格按规定建立并扎实运行起来，村里上访闹事的没有了，民主管理的目标也实现了?rdquo;马书培说?ldquo;团组织的这种工作理念、工作方法和工作作风，给我们提供了很好的经验?rdquo;</p>
<p> 在众多农村，通过沼气建设，可以使农村家庭的改水、改厕、改厨、改（牲畜）圈等工作一步到位，使农村庭院的卫生状况和农民的生活习惯得到巨大改变。在团河南省委为“百村行动”制定?006年集中抓好的10件实事中，推?ldquo;共青沼气工程建设”就是其中的一项实事?/p>
<p> 10?1日，西华县址坊镇址坊村内，率先在家里建起沼气池?0名青年农民代表，每人领到?00元的奖励。该村实?ldquo;百村行动”之前，村里沼气户只有7户，工作进展缓慢。团干部到来后，大力宣传发动，号召党员、团员带头，并宣布该村建沼气的前50户，每户各奖励现?00元。结果短短几个月，该村就新建沼气?0多座，预计到今年年底，沼气池将达?00多座?/p>
<p> 在杞县楚中村，团干部组织群众对村里的坑塘进行清淤改造，绿化周围环境，架设阅报栏，配备价值两万余元的体育设施，投资近10万元建设了村青年湖公园。他们还筹资3万元建立了青年中心，依托这个青年中心，他们已经开展了农业科技知识培训10次，培训青年农民200余人次。此外，他们还联系河南大学，出资5000余元，帮助村里组建青年剧团，丰富村民们的文化生活?/p>
<p> 楚中村村民张平然说：“青年湖公园建成了，青年中心建立了，青年剧团成立了，村里年轻人打牌赌博的少多了，都到青年中心学知识去了。这是几代人都没有想到的呀?rdquo;</p>
<p> 中华楼村党支部书记李学仙在给团省委书记陶明伦的信中激动地说：“半年多的变化，使我们村民开了眼界，更新了观念，村民都感觉有奔头?rdquo;</p>
<p> <strong>工作上台阶，干部上层?</strong></p>
<p> 谈起?ldquo;百村行动”感受，马书培说：“团组织一不管钱，二不管物，三不管人，刚开始我还真对他们的能力有怀疑。可没想到，团干部领着省交通厅的领导来了，领着市里、县里的领导来了，领着省里的大学来了，领着市里的大企业来了，我们才知道团组织联系面这么宽，整合资源的能力这么强?rdquo;</p>
<p> 团干部的工作作风也让马书培很吃惊。他举例说，康庄村这次修路需要拆迁村民的旧房?50多间，团干部一户一户耐心做工作，一个多星期就全拆完了，并且没一户闹事儿?ldquo;这个活儿要是让镇里和村里的干部来干，根本就不敢想！几个月只怕都难这么顺利地搞好?rdquo;</p>
<p> 几个月来，团省委办公楼的电梯里，部门负责人见面经常问的是这样的问题：“你们村儿的路修好了吗?rdquo;团省委在“百村行动”启动伊始就明确了奖惩机制，要在今?2月下旬对活动中的优秀单位进行奖励，对创建措施不力，效果较差的责任单位予以通报批评。因此，团省委各部门和各地市团委都在全力以赴、你争我赶?/p>
<p> 团省委各个部门还发挥部门所长，为全?00个村的建设出力。如团省委学校部、少年部组织100所学校?0所高校?0所小学）与“百村”结对帮扶?ldquo;百校结百?rdquo;；青工部组织100个青年文明号集体?ldquo;百村”结对帮扶?ldquo;百号结百?rdquo;；统战部组织100名青年专家与“百村”结对帮扶?ldquo;青年专家助百村，远程教育进家?rdquo;；组织部为百村选配个人致富能力强、带领青年致富能力强?ldquo;双强”团支部书记，加大百村团干部培训力度，健全完善各项制度，增强农村团的基层活力，等等?/p>
<p> “建设社会主义新农村，是党中央统揽我国经济社会发展全局作出的历史性决策。但是新农村应该怎么建？团组织应该怎么参与？很多方面还都不十分明确?rdquo;团省委学校部部长曹克舜说?ldquo;但是，随着‘百村行动’的逐步开展，大家觉得思路越来越清晰，措施越来越明确?rdquo;</p>
<p> 团河南省委书记陶明伦说，河南是农业大省，建设社会主义新农村任务艰巨，需要全省各行业的共同努力。团省委决定在全省开?ldquo;青年百村建设行动”，从农民群众最关心、最期盼、最急需的问题着眼，从治穷、治愚、治脏、治乱入手，育新人、办实事、创示范、重建设，促进农村青年增收成才，倡树乡村文明新风，加强农村基层团组织建设，集中力量，整合资源，坚持不懈，务求实效，团结带领全省广大团员青年在建设社会主义新农村的伟大进程中建功立业?/p>
<p> “百村行动”实施至今，得到了团中央和河南省委主要领导的肯定和赞扬?/p>
<p> ??日的“百村行动”推进会上，团中央书记处书记贺军科说，团组织要做好党的助手和后备军，就要在社会主义新农村建设中发挥好生力军作用，这是团组织先进性的体现；就要广泛联系各界青年，号召他们投身到社会主义新农村建设中去，这是团组织群众性的重要体现?/p>
<p> 7?1日和7?9日，河南省委书记徐光春对“百村行动”两次作出批示。他指出?ldquo;这项活动很有意义，希望抓出成效来”。他要求，全省各级团委继续抓好这件既有利于团的建设，又有利于新农村建设的大事、好事，进一步扩大成果?/p>
