<p> 为了总结回顾2006年浙江新农村建设的成就，以新闻的眼光来打量新农村建设这一伟大的历史进程，浙江电视台公?middot;新农村频道、浙江电台新闻台和浙江省委省政府农业和农村工作办公室联合推出2006年度浙江新农村建?ldquo;十大新闻”评选。在征集农口各部门、各主要新闻单位意见的基础上提出新农村建设“十大新闻”候选名单。并由政府涉农部门的领导、浙江各主要新闻单位的专家组成评选委员会，最终评出新农村建设“十大新闻”?/p>
<p> ?ldquo;十大新闻”是：</p>
<p> 2006年度浙江新农村建?ldquo;十大新闻”</p>
<p> 1、浙江省委、省政府出台《关于全面推进社会主义新农村建设的决定》?/p>
<p> 2006??5日，浙江省委、省政府按照中共中央、国务院《关于推进社会主义新农村建设的若干意见》，出台了《关于全面推进社会主义新农村建设的决定》。《决定》提?ldquo;把农业建设成为具有市场竞争力、能致富农民和可持续发展的高效生态农业，把村庄建设成为让农民能享受现代文明生活的农村新社区，把农民培育成为能适应分工分业发展要求的有文化、懂技术、会经营的新型农民，形成城市和农村互补互促、共同繁荣的城乡一体化发展新格局”的总体目标?/p>
<p> 2、浙江省2006年农村居民人均纯收入突破7000元，达到7335元，实际增长9.3%，连?2年居全国省区之首?/p>
<p> 2006年，浙江农村居民人均纯收入达?335元，比上年实际增?.3%，与全国平均水平相比，绝对额高出3748元，增幅高出1.9个百分点。浙江省在全国百强县中占30席，数量为全国第一。浙江省农村全面小康社会实现程度达到64%，名列全国省区第一?/p>
<p> 3、浙江省委授予郑九万同志“为民好书?rdquo;荣誉称号，作?ldquo;开展向郑九万同志学习活?rdquo;的决定?/p>
<p> 郑九万是永嘉县山坑乡后九降村党支部书记，面对恶劣的自然条件，不气馁、不退缩，任劳任怨、无私奉献、赤诚为民，时时处处为村里百姓着想，切切实实帮助群众解决实际困难?005?0?日凌晨，郑九万同志因公操劳过度，动脉瘤导致脑血管破裂，生命垂危。全村村民连夜护送郑九万同志下山救治，且集资6万多元，为家境清贫的村支书垫付手术费用。在全省各级党组织和社会各界的关心和帮助下，郑九万同志经全力救治，得到较快康复。他的先进事迹在社会各界引起了强烈反响。为树立典型，表彰先进，大力弘扬共产党人高尚品德和精神风貌，省委决定，授予郑九万同志“为民好书?rdquo;荣誉称号，并在全省共产党员中开展向郑九万同志学习的活动?/p>
<p> 4、浙江万家工商企业、万个城市文明单位、万名科教人员结对共建新农村?/p>
<p> 中央和省委、省政府作出建设社会主义新农村决定后，浙江社会力量踊跃参与新农村建设，全省有15000多家工商企业捐资投资新农村建设，?0205个城市文明单位与9830个行政村结对共建新农村，还有10000多名城市学校、医院、科研单位的科教人员参与新农村建设，浙江大学、浙江工业大学、浙江林学院等高等院校纷纷与湖州、丽水等地结对共建新农村?</p>
<p> 5、浙江省率先实行大中专院校农业种养专业免费就读制度和低收入家庭子女免费就读中等职业学校制度?/p>
<p> 为了培养农业创业人才，增强现代农业发展的人才支撑，浙江省?006年秋季起，对就读大中专院校农业种养专业的本省籍学生，实行免除学杂费的政策。此举在全国尚属首例，并写入?007年的中央一号文件。同时，对低收入家庭子女就读中等职业学校的，免收学杂费?/p>
<p> 6、一千四百万浙江农民接受免费健康体检?/p>
<p> 浙江“农民健康工程”实施一年多来，已有1441.5万农民接受了免费的健康体检，其中有207万农民被检出患有各类疾病?ldquo;农民健康工程”主要包括新型农村合作医疗、农民免费健康体检及为农民购买12项公共卫生服务等。全?335万农民中已有2902万农民参加了新型农村合作医疗?/p>
<p> 7、浙江省提前一年完?ldquo;乡村康庄工程”建设的五年目标，农村安全自来水覆盖率居全国省区之首?/p>
<p> ?006年底，浙江省累计完成乡村康庄工程55726公里，其?006年建成通村公路14062公里；全省新增通等级公路行政村12625个，新增通村公路硬化的行政村12945个，等级公路通村率和通村公路路面硬化率分别达?0.23%?0.76%，提前一年完成本届政府任期内五年建设总目标。开?ldquo;千万农民饮用水工?rdquo;以来，浙江累计投?4亿元?82.6万饮水困难的农民喝上了洁净的自来水，农村卫生安全的自来水覆盖率由此达到75.5%，居全国省区之首?/p>
<p> 8、浙江农家乐休闲旅游成为农民增收新亮点和市民休闲新热点?/p>
<p> ?006年年底，全省发展农家乐休闲旅游村(?2084个，经营农户总数14678户，直接从业人员72557人，营业收入达到24.6亿元，成为农民增收的新亮点和特色农业发展、传统文化传承、现代文明传播、生态环境保护的有效带动力量?/p>
<p> 9、浙江农民信箱用户突破百万?/p>
<p> ?006年底，浙江农民信箱实名制用户已突破百万，达到136万户，提前两年实现百万注册用户的目标。省委书记习近平批示?ldquo;百万农民信箱工程”是为广大农民提供服务的一个有效载体，覆盖面广，方便快捷，实际效果好?/p>
<p> 10、浙江农村合作经济深化改革给农民带来新实惠?/p>
<p> 浙江农民专业合作社发展走在全国前列，?006年底，全省农民专业合作社达到3856家，入社农民31.24万人，带动农?37.72万户。温岭市箬横西瓜合作社近年来到海南、广东、广西、湖南、江西等省种西瓜?006?月，50多位社员到缅甸租?000多亩土地种瓜?/p>
<p> 为了增强农民专业合作社的服务功能，瑞安市根据全省农村工作会议提出?ldquo;积极探索建立农民专业合作、供销合作、信用合?lsquo;三位一?rsquo;的农村新型合作体?rdquo;的要求，2006??5日，组建了全国首家集农村金融、农产品生产和流通于一体的综合性农业服务组?mdash;—瑞安农村合作协会?2?9日，省委、省政府在瑞安市召开发展农村新型合作经济工作现场会，推广瑞安经验?/p>
<p> 2006?2?日，浙江省首?2家农民专业合作社分别与当地农村合作金融机构签订协议，获得?007年度总额2304万元的贷款授信，首开农村信用社对农民专业合作社贷款授信的先河?006??3日，浙江省首?ldquo;政府推动＋共保经?rdquo;模式，在全省范围内开展政策性农业保险试点?006?1?6日，浙江省政策性农村住房保险制度出台，每户只交三五元，农房倒塌可获赔?/p>
